The criminal record certificates (police check) to foreigner who resided in Vietnam will be issued by the Ministry of Public Security

starting March 1, 2025

Question: We previously resided in Vietnam from 2021 to 2025. Now we reside in Finland and need a criminal record certificate No.1 (Police check) to supplement our Spanish visa application. Please guide us on the procedure in case we authorize someone in Vietnam to do it.

Answer: The issuance of criminal record certificates to foreigner who resided in Vietnam is currently handled by the Department of Professional Records - Ministry of Public Security of Vietnam, starting March 1, 2025. In cases where a foreigner authorizes a Vietnamese citizen to act on their behalf, the application for a Criminal Record Certificate (police check) includes the following documents:
- Application form for a Criminal Record Certificate (in Form No. 2). The authorized person must fill in all information on this form and sign it.

- Authorization letter requesting the Criminal Record Certificate No. 1 (police check). The authorization letter must be notarized and certified according to Vietnamese law.

- A notarized copy of the foreigner”s passport, including pages with entry and exit stamps, must be notarized and certified according to Vietnamese law.

- Notarized copy of the authorized person”s Citizen Identification Card (CCCD).

The completed application should be sent to the following address: Department of Professional Records - 54C Tran Hung Dao Street, Cua Nam Ward, Hanoi, Vietnam.

Processing time is approximately 10-15 days from the date of receipt of a complete application.
