Issuance of new medical license in Vietnam for person who has medical license abroad
1. Definition:
This article introduces the documents and procedures for issuing new medical license for professional titles such as doctor, physician assistant, nurse, midwife, medical technician, clinical nutritionist, out of hospital paramedic, and clinical psychologist.
2. Recognization of the medical license issued abroad for use in Vietnam
Person who has medical license issued abroad shall carry out the recognition procedures as prescribed in Article 37 of Decree No. 96/2023/ND-CP dated December 30, 2023 for use in Vietnam.

3. Application files and procedure for issuance of new medical licenses in Vietnam for person who has medical license abroad.
An application file for new issuance of medical license includes:
a) An application in Form 08 in Appendix I enclosed with Decree No. 96/2023/ND-CP.
b) The original or legitimate copy of medical license which has been recognized as prescribed in Article 37 of Decree No. 96/2023/ND-CP (not required if such recognization has been shared or published on the healthcare management information system or national healthcare database).
c) In case of requesting a medical license with a specialized scope of practice, in addition to the documents specified in Point b of this Clause, a valid copy of one of the specialized training diplomas specified in Point b, c, d, dd or e, Clause 1, Article 127 of Decree No. 96/2023/ND-CP must be submitted (not applicable to cases where the specialized diploma has been connected and shared on the Information System on management of medical examination and treatment activities or the national database on health).
d) Original or valid copy of health certificate issued by a qualified medical examination and treatment facility (not required if such health certificate has been shared or published on the healthcare management information system or national healthcare database) or valid copy of work permit in cases where a work permit is required under the provisions of the Labor Code.
e) A valid copy of one of the following documents: - Certificate of proficiency in Vietnamese as prescribed in Article 138 of Decree No. 96/2023/ND-CP (not applicable in cases where the certificate has been connected or shared on the Information System for Management of Medical Examination and Treatment Activities or the National Health Database); - Certificate of interpreter”s translation qualifications as prescribed in Article 139 of Decree No. 96/2023/ND-CP in cases where foreigners do not speak Vietnamese fluently (not applicable in cases where the certificate has been connected or shared on the Information System for Management of Medical Examination and Treatment Activities or the National Health Database), accompanied by the interpreter”s labor contract with the medical examination and treatment facility where the foreigner is expected to work.
f) The medical practitioner’s CV which is made using Form 09 in Appendix I enclosed herewith (not required if the medical practitioner’s CV has been shared or published on the healthcare management information system or national healthcare database).
g) Original or valid copy of the certificate of completion of the practice process according to Form 07 Appendix I issued with Decree No. 96/2023/ND-CP for the cases specified in Point a, c, Clause 1, Clause 4, Article 125 of Decree No. 96/2023/ND-CP (not applicable to cases where the practice results have been connected and shared on the Information System on management of medical examination and treatment activities or the national database on health)
e) 02 pictures of 04 x 06 cm size, taken against a white background within 06 months of submitting the application (not required if the applicant”s picture has been published when following online administrative procedures).
4. Procedures for issuance of new medical license in Vietnam for person who has medical license abroad:
a) The applicant submits an application file and application fee to the authority competent to issue medical license as prescribed in Article 28 of the Law on Medical Examination and Treatment (hereinafter referred to as “licensing authority”);
b) The licensing authority is required to issue the requested medical license within 30 days of receipt of an adequate application file. In case of refusal, a written response, clearly indicating reasons for such refusal, shall be sent to the applicant.
Where it is necessary to verify documents of foreign origin enclosed in the application package, the duration of decision to issue a practicing license shall be 30 days from the day on which verification results are available.
