Vietnam certificate of overseas study consultation services

The oversea study consulting services in Vietnam is the conditional business prescribed under Vietnam Decision No. 05/2013/QD-TTg dated 15 January 2013 providing the regulation on overseas study of Vietnamese citizens.  The organization of overseas study consultation services only provides overseas study consultation services from the time of being granted the Certificate of overseas study consultation services

1. Conditions for granting Vietnam certificate of overseas study consultation services

 Organization which provides overseas study consultation services in Vietnam is granted the Vietnam certificate of overseas study consultation services operation registration upon meeting the following conditions:

 a) Being established in accordance with Vietnam regulation of law;
 b) Having head office, facilities and equipment to meet the overseas study consultation services;
 c) Having sufficient financial capacity to ensure the settlement of the cases of risk; having minimum deposit of VND 500,000,000 (five hundred million dong) in a commercial bank;
 d) The head of the organization of overseas study consultation services and the staff directly giving advice on overseas study must have a university degree or higher, fluent in at least one foreign language and the certificate of oversea study consultation profession training granted by the Ministry of education and Training.

2. Authority for granting Vietnam certificate of overseas study consultation services

 The Service of Education and Training shall grant Vietnam certificate of overseas study consultation services operation registration to organizations registering activities of overseas study consultation services.

3. Application files for granting of Vietnam certificate of overseas study consultation services operation registration.

 Application files for granting of Vietnam certificate of overseas study consultation services operation registration includes:

 a) A Written request for a Vietnam certificate in Form No. 01 Attached;
 b) A operation scheme of the organization of overseas study consultation services with certification of the legal representative with the main contents include: objectives, operation content; facilities; financial capacity; background, and the capacity of the head and the consultation staff; ability to exploit and develop the overseas study services abroad; feasibility study on the performance of the organization; implementation plan, implementation measures; plans, processes of overseas study consultation services; plans of settlement upon problem of risk.
 c) A valid copy of Business registration Certificate or Investment Certificate.
 d) A Resume of the head of the organization of overseas study consultation services operation with certification of the competent authority in Form 02 attached;
 e) A list of resume of the staff directly giving advice on overseas study including the following essential information: Full name, date of birth, gender, qualifications, foreign language, job position performed at the organization of overseas study consultation services;
 f) A copy of the certificate of attendance of overseas study consultation profession training course of the head, the person performing the overseas study consultation at the organization of overseas study services.

4. Times for granting of Vietnam certificate of overseas study consultation services operation registration.

 The Service of Education and Training shall grant Vietnam certificate of overseas study consultation services operation registration within 25 days from receipt date of full valid application files.
