The list of goods and services must register, declare and publicize price with state authorities under Decree 177/2013/ND-CP

Decree 177/2013/ND-CP detailing a number of articles of Law No.11/2012/QH13 on pricing includes: price stability; state pricing, negotiated price, inspection of price formation factors; price declaration, price listing, price state management and the list of goods and services must register, declare and publicize prices with state authorities.

I. List of goods and services subject to price stabilization.

Goods and services subject to price stabilization is required price registration with State Authorities

 1.  List of goods and services subject to price stabilization includes:

 a) Petrol and oil,
 b) Electricity
 c ) Liquefied petroleum Gas (LPG),
 d) Nitrogenous fertilizer and NPK fertilizer,
 e ) plant protection agents,
 e ) Vaccines for preventing disease in animals and poultry;
 g) salt,
 h ) milk for children under 06 years old;
 i) Sugar; k) Paddy and rice,
 l ) Human use preventive and treatment medecines;

2. Goods and services subject to price stabilization is required price registration with State Authorities:

 During any period in which State applies price stablization measures for specific items on the list of goods and services subject to price stabilization, organizations and individuals producing and trading before fixing or adjusting the price of goods or services shall register price with preparation of price registration form to send it  to the competent state authority.

II. List of goods and services ere required to declare and publicize the price with the State Authorities:

List of goods and services are required to declare and publicize the price with the State Authorities

 List of goods and services are required to declare and publicize the price with the State Authorities includes:

 1) List of goods and services subject to price stabilization during the period in which state authority does not apply price registration measures;
 2) Cement and construction steel;
 3) Coal;
 4 ) Animal feed for cattle, poultry and fishery; drug antidotal, antiseptic, disinfectant, treatment for cattle, poultry and fishery;
 5 ) Printing paper and writing paper (rolls), newsprint paper produced domestically;
 6 ) Seaport service price, the price of aviation services at airports;
 7 ) Charges for passenger transported by rail with hard seat;
 8 ) Textbooks;
 9 ) Air fares on the domestic routes that they are not on the list which state regulate price framework;
 10 ) Medical services and treatment for patients in clinics, private medical, medical examination and treatment as required in medical examination and treatment of the state;
 11 ) Charges for passenger transported by road in fixed routes and fare passenger transported by taxi ;
 12 ) Functional foods for children under 06 years of age prescribed by the Ministry of Health;
 13 ) Goods and other services prescribed by professional laws.

 The list of goods and services have to register, declare and publicize price with state authorities under Decree 177/2013/ND-CP takes effect from the 01 January 2014.

 Repeal of Decree No. 170/2003/ND-CP dated 25 Dec 2003, Decree No.75/2008/ND-CP dated 09 June 2008 and the previous regulations contrary to this Decree
