The list of goods export, import of which is prohibited and list of goods export, import of which is subject to issuance of permit under Decree 187/2013/ND-CP

 List of goods export, import of which is prohibited

The list of goods export of which is prohibited; list of goods import of which is prohibited; list of goods export or import of which is subject to issuance of permit in connection with Decree 187/2013/ND-CP dated 20 November 2013 of Vietnamese Government making detailed provisions for implementation of commercial law with respect to international purchases and sales of goods; and agency for sale and purchase, processing and transit of goods involving foreign parties has some new items:

1. Adding some items to the list of goods export of which is prohibited:

 - Chemicals on the list of prohibited chemicals specified in Appendix III  in connection with Decree No.108/2008/ND-CP October 7, 2008 of the Government detailing and guiding a number of articles of Chemicals Law.

2. Adding some items to the list of goods import of which is prohibited:

 - Automobiles, automotive components, motorcycle, motorcycles, new motorcycle but its chassis number, engine number is erased or forged, closed.
 - Chemicals in Annex III of the Rotterdam Convention.
 - Chemicals on the list of prohibited chemicals specified in Annex III of Decree No. 108/2008/ND-CP.
 - Plant protection agents banned in Vietnam.
 - Sun light.
 - Chemicals on the list of prohibited chemicals specified in Appendix III in connection with Decree No. 108/2008/ND-CP October 7, 2008 of the Government detailing and guiding a number of articles Chemicals Law.

3. Adding some items of goods export of which is subject to issuance of permit:

 - Plants, shade trees, ancient trees from natural forests in the country
 - The condition exported aquatic species.
 - The aquatic species is common export
 - Narcotic drugs, psychotropic drugs, substances used as drugs and radioactive drugs (including raw materials, finished products in the form of individual and coordination substance)

4. Adding some items of goods import of which is subject to issuance of permit:

 - Wire Gun
 - Chemicals and chemical containing products
 - Chemical of Table 2, Table 3 under Appendix 1 in connection with Decree No. 100/2005/ND-CP August 3, 2005 of the Government on the implementation of the Convention prohibits the development, production, storage, use and destruction of chemical weapons.
 - Substance used in industrial quality (according to the Law on prevention and anti-Drugs and the guiding text)
 - Substance of explosives, industrial explosive materials
 - Raw tobacco, tobacco products, cigarette rolling papers, machinery and equipment manufacturing cigarettes and spare parts.
 - Raw materials manufacturing biological products, microbiology, chemistry, material handling and improve the environment in aquaculture.
 - Finished products on the list are allowed to circulate in Vietnam or in the list of product import with conditions
 - Finished products not on the list are allowed to circulate in Vietnam or in the list of product import with conditions
 - Aquatic breed is conventional import
 - Aquatic breed is condition import
 - Aquatic breeds not on the list of permitted usual imports first imported into Vietnam.
 - Live aquatic food in the list is permitted usual import.
 -  Live aquatic food outside the list of live aquatic animals for food importers in Vietnam.
 - Microwave equipment, transmitters, and transceivers radio frequency bands ranging from 9 KHz to 400 GHz, power 60 mW or more
 - Cosmetics are not granted Receipt of Announcement, imported for research and testing.

 Decree takes effect from the date 20 February 2014, replacing Decree No.12/2006/ND-CP dated 23 Jan 2006 of the Government making detailed provisions for implementation of commercial law with respect to international purchases and sales of goods; and agency for sale and purchase, processing and transit of goods involving foreign parties.
