Establishment, open of representative office of foreign airlines in Vietnam

The establishment, open of a representative office of foreign airlines in Vietnam is governed by Circular No. 81/2014/TT-BGTVT dated December 30, 2014 and Circular No. 21_2020_TT-BGTVT dated September 28, 2020 of Vietnam Ministry of Transport.

1. Application files of establishing, opening a representative office of a foreign airline in Vietnam.

- A copy of the establishment license or business registration certificate or equivalent documents of the airline (in Vietnamese or English);
- A copy of the airline”s operating charter (in Vietnamese or in English);
- Copies of documents certifying the right to use the head office where the representative office in Vietnam locates;
- A certified copy of the document appointing the head of the representative office and ID (in Vietnamese or English).
- Fee receipt / payment order

2. Procedures for establishment, open of a representative office of a foreign airline in Vietnam:

a) Submit the application files for the establishment, open of a representative office of a foreign airline in Vietnam:
- Entities and individuals submit an application for "Issuance of a license to establish, open a representative office of a foreign airline in Vietnam" to the Civil Aviation Authority of Vietnam directly or by post.
- Submit your application online at the Public Service portal of the Ministry of Transport on the link: https://dichvucong.mt.gov.vn

b) Processing the application for establishment, open of representative offices of foreign airlines in Vietnam:
- The Civil Aviation Authority of Vietnam receives and checks the validity of the application. If the application is invalid, the Civil Aviation Authority of Vietnam shall notify the applicant directly or in writing, clearly stating the reason.
- In case the application is accepted, within 05 working days from the date of receipt of the application, the Civil Aviation Authority of Vietnam will review the contents of the application, agree and officially notify the application.

3. Fee for processing the application file for the establishment, open of a representative office of a foreign airline in Vietnam:

The fee for processing the application file for the establishment, open of a representative office of a foreign airline in Vietnam at the Civil Aviation Administration of Vietnam is VND 2,000,000.
